What the package store permit covers.
- 01Sale of distilled spirits, wine and malt beverages to consumers for off-premise consumption.
- 02Transporting inventory between your other licensed locations within the same county.
- 03Delivering orders to end-consumer customers (certain limitations apply) and holding product tastings on the premises.

- 02LP — Local Distributor's PermitSell all types of alcoholic beverages to Mixed Beverage (MB) and Private Club (N/NB/NE) permit holders located within the same county.
- 03Tobacco & E-Cigarette PermitsExpire May 31st of every even year.
Building requirements
- Completely separated from any other business by a solid, opaque wall from floor to ceiling — no connecting doors, shared bathrooms or shared entry foyers.
- A front door opening onto a street, parking lot, public sidewalk, or the public area of a mall or shopping center.
- A rear or side entrance for emergency exit or merchandise delivery.
- A bathroom that complies with Title III of the Americans with Disabilities Act.

The City of Houston is one of the only cities in the state that charges for its city permit every year. State and County permits are due every two years. If your location is outside the city limits, you don't have to worry about city permits.
