Description
Authorizes the sale of wine and malt beverages for on- and off-premise consumption. It also includes the authority to hold events at a temporary location away from the primary BG premises (there will be an approval process BG Permit holders must follow).
To qualify for a Food and Beverage certificate, a business must either be defined as a “restaurant” under the law or keep the business’s alcohol sales to 60% or less of its total sales.
A restaurant is defined by:
(A) operates its own permanent food service facility with commercial cooking equipment on its premises; and
(B) prepares and offers to sell multiple entrees for consumption on or off the premises

Hours: This permit allows you to be open until midnight every day and until 1 am on Saturdays. You can always add a Late Hours Permit after the permit is issued if you desire and if the city allows it. The Late Hours Certificate allows you to operate until 2 am.
Things to keep in mind
Your food sales must always be maintained above 40% of your total sales in order to be qualified as a restaurant.

2. County
3. City (If inside the city limits)

The City of Houston is one of the only cities in the state that charges for their city permit every year. State and County permits are due every two years. If your location is outside the city limits, you don't have to worry about city permits.
